Bangalore: Registration gets easy

Karnataka's Stamps and Registration department has initiated “anywhere registration” in nine of the 42 sub-registrar offices in Bangalore on a pilot basis. Buyers and sellers of immovable properties in the jurisdiction of these offices can register the documents in any of the sub-registrar offices convenient to them. For instance, a property located in Indiranagar can be registered in Gandhinagar sub-registar office or in Malleswaram and like wise.

The pilot project was rolled out on July 20 in in Gandhinagar registration district by connecting the nine sub-registrar offices to a central repository which enables property owners to register their properties any where, irrespective of the jurisdiction.

Hitherto, property transaction registration was allowed only in the respective jurisdictional the sub-registrar office. “The ‘anywhere registration system will be extended to entire Bangalore, covering all 43 sub-registrar offices, in a month's time,” said a senior official of Stamps and Registration department.

The department has also launched a system to take a copy of Encumbrance Certificate (EC) of properties from anywhere in Bangalorefrom any of the 42 sub-registrar offices. With the “anywhere" concept, all the services of the department which include issuance of encumbrance and marriage certificates, copies of registered documents, and e-stamping will be available from any sub-registrar's office.

Awareness drive

Since the launch last month, on an average, about 30 documents are registered in each sub-registrar office daily. However, only a few properties are being registered in all the offices. Officials say that people still have old mind set of jurisdictional registration and feel that a property registered elsewhere could not be relied on. The department is planning to initiate drive or campaign to popularise the ‘anywhere concept'. The official pointed out that important property details such as the history of the property (from April 1, 2004), legal disputes, mortgage details and land acquisition will be made available online.

Farm land registration

Also, the registration of agriculture land is being streamlined. In “anywhere” concept, verification of survey sketches has been incorporated. Also facilities such as informing concerned people with SMS about the completion of registration and mutation process havebeen added. Once a property is registered, all details pertaining to the property will be uploaded to the main server. To facilitate this mode of property registration, the department has inter-connected the sub-registrar office using new software system.
